William Kane reported to the Denver Regional Office (RO) in March 2012, following his initial Senior Executive Service assignment as the Director of the Veterans Benefits Administration’s Office of Performance Analysis and Integrity in Washington, D.C., in 2009. His prior government service includes management of science and technology development programs intended to defeat weapons of mass destruction at the Defense Threat Reduction Agency and duty as the Chief of the Information Management Division on the staff of the Chairman of the Joint Chiefs of Staff. In the private sector, Mr. Kane worked for UTD Inc., a mining and tunneling engineering firm, and at BDM Federal, now Northrop Grumman.
Mr. Kane served more than 24 years on active duty in the U.S. Navy as a Surface Warfare Officer. His 14 years of sea duty included assignments in an Amphibious ship, a Minesweeper, and a variety of Destroyers culminating in his command of a Spruance-class Destroyer home ported in Yokosuka, Japan, for 2.5 years. His shore duty assignments included instructor of shipboard engineering systems for mid-grade and senior officers, management of officer assignments at the Bureau of Naval Personnel, Executive Assistant for the Navy’s Chief of Legislative Affairs, CNO Fellow at the Naval War College, and Assistant for Joint Staff matters on the Navy staff. Mr. Kane has these academic degrees: a master’s in Mechanical Engineering, U.S. Naval Postgraduate School; a master’s in Civil Engineering, The Catholic University of America; and a bachelor’s degree from the U. S. Naval Academy. Mr. Kane is a registered Professional Engineer in Virginia and Maryland.
Melanie Renaye Murphy began her VA in 1998 at the Oakland RO and has worked in ROs in Portland, Ore.; Houston; and Seattle. She first joined VA as a Veterans Service Representative and was promoted to Rating Veterans Service Representative, Coach, Assistant Veterans Service Center Manager, and Veterans Service Center Manager.
Ms. Murphy received a bachelor’s degree from San Francisco State University. She is a graduate of VA’s Assistant Director Development program, and previously participated as a mentor for VA’s Leadership Development program. She is a graduate of Office of Personnel Management’s Management Development Seminar and the Federal Executive Institute’s Leadership for a Democratic Society.
Jim Ziruolo was named to this position in August 2010. Prior to arriving in Denver, he was the VR&E Officer in Houston RO. Mr. Ziruolo also worked as the Assistant VR&E Officer in Seattle. Mr. Ziruolo began his VA career in 1989 as a Vocational Rehabilitation Specialist in Columbus, Ohio, after graduating from Kent State University with a Master of Education.
Mr. Ziruolo completed VA’s Division Leadership and Management Training at the Veteran Benefits Academy in Baltimore in February 2004.
Mr. Ziruolo served in the Air Force/Air Force Reserves for 22 years. During that time, he logged 3,500 hours of flight time as a C-130 Flight Engineer.
Michael S. Kubacki has been in this position since August 2013.
Mr. Kubacki was appointed as the Assistant Veterans Service Center Manager of the Denver RO in April 2006. In this capacity, he has supervised the coaches of all teams in the Veterans Service Center and the BDD/IDES Site at Fort Carson.
Mr. Kubacki began his VA career in 1992 at the VAROIC Philadelphia as a Veterans Claims Examiner. Mr. Kubacki transferred to the Albuquerque Regional Office in July 1995 and, in September 1995, was promoted to the Rating Specialist position. In October 2000, he became a Decision Review Officer, then a coach in July 2002, and at various times supervised the Triage, Rating, and Appeals Teams.
Mr. Kubacki graduated from Western Maryland College in 1992 with a history degree.
Patrick Arnold oversees the VA Home Loan Guaranty program, including the Specially Adapted Housing and the Native American Direct Loan program for the Denver RLC service area.
Mr. Arnold, a U.S. Army Veteran, joined VA in 2000 after a successful career in real estate construction and valuation, and he began his career at the Atlanta RLC. After four years, he relocated to the Cleveland RLC as the Valuation Officer. Mr. Arnold moved to Home Loan Guaranty Service Central Office in June 2005 as part of their Specially Adapted Housing Grant program. While there, he oversaw many changes in policy and system development for the grant program.
Mr. Arnold moved to Denver as the Assistant Home Loan Guaranty Officer in January 2010 and was selected as the Home Loan Guaranty Officer in January 2013. Mr. Arnold is an alumnus of the Leadership VA Class of 2012, Leadership Coaching Class of 2012, and is currently enrolled in the 2013 Class of the Assistant Director Development program.
