Jennifer Bover was appointed as the Director of the Togus Regional Office in December 2020. She is responsible for administering non-medical VA benefits and services to more than 100,000 Maine Veterans and their families. Prior to this appointment, Ms. Bover served as the Assistant Director of the Philadelphia and Wilmington Regional Offices. Ms. Bover held multiple positions throughout her career, to include working as a Lead Management Analyst in Washington, DC. Ms. Bover holds a BS in Administration of Justice from Rutgers College and proudly served her country in the United States Marine Corps.
Michael Brawn was appointed the Assistant Director of the Togus Regional Office in May 2022. Mr. Brawn is responsible in the administration of non-medical VA benefits to more than 100,000 Maine Veterans and their families. Prior to this appointment, Mr. Brawn served as a Veterans Service Representative, Rating Veterans Service Representative, Quality Team Coach, and Veteran Service Center Manager. Mr. Brawn retired from the United States Air Force after serving on active duty from June 1985 through December 2009. Mr. Brawn is graduate of Wayland Baptist University, Texas with a Bachelor of Science.
Tom Whitney became the Assistant Veterans Service Center Manager (VSCM) of the Togus Regional Office (RO) in May 2019. Mr. Whitney assists with managing the daily Veterans Service Center (VSC) division which is responsible for providing compensation benefits and services to Veterans and their dependents. Mr. Whitney previously worked as a Coach of the Quality Review Team and a Rating Team in the VSC at the Togus RO. Mr. Whitney retired from the United States Navy after serving on active duty from June 1980 through August 2010. Mr. Whitney graduated from Roger William University in Bristol, Rhode Island with a Bachelor of Science in Public Administration.
Allison Bubier became the Veteran Readiness and Employment Officer (VREO) at the Togus Regional Office (RO) in February 2020. Ms. Bubier provides managerial and administrative oversight for the Veteran Readiness and Employment (VR&E) Division. Ms. Bubier began her VA career in February 2014 as a Vocational Rehabilitation Counselor (VRC) at the Togus RO. Ms. Bubier received the Gerald C. Braun Award: Vocational Rehabilitation Counselor of the Year in 2019 for her exemplary service to Veterans. Ms. Bubier graduated from the University of Maine at Farmington with a Bachelor of Science in Community Health and graduated from the University of Southern Maine with a master’s degree in Rehabilitation Counseling.
Tracy Sinclair became the Support Services Chief for Togus Regional Office (RO) in November 2005. Ms. Sinclair oversees all Administrative and Financial activities. Ms. Sinclair held the position of Management Analyst at the Togus RO from 2000-2005. She began her VA career in 1991 at the Togus VA Medical Center. Ms. Sinclair graduated from the University of Maine at Augusta with a Bachelor of Science in Business Administration and graduated from Thomas College with a master’s degree in Business Administration.
