Will foreign SCOs be able to enter their tuition and fees in their local currency?  How will we accommodate foreign SCO's who have historically had a hard time with ID.ME?

Answer:

Support for foreign SCOs will be added in a future release of the Enrollment Manager. Upon the initial release, SCOs will continue to enter a Custom Remark on these enrollments.

What is the admin side for Enrollment Manager like - can Approval Compliance and Liaison (AC&L) field staff see it? Is there a sandbox available for Enrollment Manager? Enrollment Manager for State Approving Agency (SAA) Use?

Answer:

Internal VA users, including AC&L Staff, will be able to login through Single Sign on (SSO) and have read-only access similar to their access to VA-ONCE today.

Yes, this information can be found on the student profile page, unless the student has opted out.

What is the URL for the VA Education Landing Page, I have an ID.me but cannot find the link to the landing page to reach the Enrollment Manager.

Answer:

The URL for the VA Education Landing Portal is not available yet but stay tuned as information becomes available, it will be shared during Office Hours, over email, and through other resources shared on VA.gov.

Can we have the list of improvements with Enrollment Manager?

Answer:

Enrollment Manager will have process improvements for completing certain actions regarding student enrollments such as a more intuitive user interface (UI) and real time information sharing leading to quicker processing and benefits received by students sooner. You will be able to use Google Chrome and Microsoft Edge browsers to access Enrollment Manager.

Enrollment Manager is a new system with a launch date of as early as January 2023. Will the VA IT team be readily available to fix any issues for SCO?

Answer:

Enrollment Manager will go through thorough User Acceptance Testing to mitigate IT issues upon go-live. There will also be a technical team who will resolve any defects after the release as identified.

Which functionalities of Enrollment Manager is expected to not be available in the first release?

Answer:

While some functionality, such as multi-line enrollments, will not be available within the initial release of Enrollment Manager, future enhancements will continue to be made to the system after its initial release.

Will we need student's full SSN in the new enrollment system to connect or create their profile?

Will we still be able to search by SSN, if necessary?  What if you have students that have same first name and possibly same date of birth?

Answer:

Enrollment Manager will allow users to search for students using First Name, Last Name, and Date of Birth. Social Security Number will no longer be used as a search field.

Some of these answers about Enrollment Manager questions don't go with the question asked. We would like to know how Read Only SCOs and VA Work Studies will be able to access Enrollment Manager.  SCOs will use ID.me - what about VA Work Study students? SCOs currently are the folks who issue access to VA-ONCE to the VA Work Study crew at our respective work sites. Will we still be able to give VA work study students access to Enrollment Manager to assist with certifications like we currently do for VA-ONCE?

Answer:

Yes, Work Study SCOs will be able to access Enrollment Manager with the access approval of the supervising SCO. All non-VA employees, including Work Study SCOs, will log in to Enrollment Manager through ID.me or Login.gov once their access is granted.

Question(s):

Will Enrollment Manager be able to identify if a student has used benefits at a previous institution beyond the 5 years of data that will be transferred from VA-ONCE to Enrollment Manager? (Ex: A student attended an institution in 2013 and used benefits, but they fail to report it to the new institution.)

Answer:

Enrollment Manager will display remaining entitlement, and any entitlement used will from any period of time will be accounted for. All data from 2015 forward will be migrated to Enrollment Manager. The SCO will not be able to see enrollments the student had prior to 2015.

Sometimes, we get payments/debts from the VA from further back than 5 years ago.  How are we supposed to obtain the information for those if we will only have access to 5 years of data in Enrollment Manager?  If after this transition we have a student who is questioning how a cert was sent in or requesting an audit of their account more than 5 years ago, how should this be handled?

Answer:

All data from 2015 forward will be migrated to Enrollment Manager.  As an SCO, you are only required to retain data for 3 years after a student completed or left.  VA has all information that was sent to us prior to 2015. 

Question(s):

Section 305 makes SCO Training a “legal” mandatory requirement for program approval. Is there pending legislation to require SCOs use Enrollment Manager for program approval?  If not, please contact the appropriate authorities to get one in place. Reason for statutory need:  SCOs refused to put Personal Information into ID.ME and refused to use AskVA to submit certifications. They signed up for VA-ONCE instead and will continue to use VA-ONCE unless we make it a legal requirement.

Answer:

VA-ONCE will be sunset with the release of Enrollment Manager and no longer available to SCOs.  While the use of ID.me (or Login.gov) for Enrollment Manager is not yet mandatory, it will be the most efficient way to submit student enrollments and allow for beneficiaries to receive their payments on time.  ID.me and Login.gov are secure platforms designed to authenticate users.  VA is committed to safeguarding the personal information of students and SCOs, while reducing the potential for fraudulent certifications.  The Secretary of the VA has the authority to determine the manner in which enrollments can be reported for students using their Education Benefits.

Will we receive a new handbook for the Enrollment Manager procedure like we have now for VA-ONCE?

Answer:

A user guide, similar to the VA-ONCE Quick Reference User Guide, will be made available for Enrollment Manager.

We are a federal agency (Social Security Administration) with an agreement for national approval for five of our front-line positions (falls under On The Job Training only). How do we submit forms...the SCO Handbook states we would be exempt from using VA-ONCE – is VA now saying we are required to submit forms electronically?

Answer:

While there are no exemptions from using VA-ONCE, VA has not enforced the long existing policy requiring schools and training facilities to use VA-ONCE.  All approved institutions will eventually be required to use Enrollment Manager, but there will be a months-long transition period to bring first time users on board.  Look for additional communications in the coming months.

If we created an ID.me account...do we need to create a Login.gov account?

Answer:

No, you can use either ID.me OR Login.gov to access Enrollment Manager, you do not need both.

For those of us who are Veterans, is there a way to make a separate VA login (ID.me) from our SCO roles so we don't involve our personal VA benefits with our work login?

Is it possible to have two ID.ME accounts? I have one already with my personal email since my husband is a Marine. Can I make a second with my school email address?

Will there be a conflict with my ID.me if I already have one set up as a Veteran and want to set up a different ID.me as a SCO?

Answer:

ID.me does not allow users to have two separate accounts because ID.me authenticates you through your personal information. You cannot have two different accounts.  However, you can use your existing ID.me account with whichever email you have used already to log in to Enrollment Manager.

Is there any other way to use Enrollment Manager, other than signing in to ID.me? I do not feel comfortable giving out my personal information just to submit enrollment certs for students

Enrollment Manager will accept both ID.me and Login.gov accounts, there is no preferred method.

So if I already have a login.gov account then I don't need to set up the ID.me account - correct?

Answer:

Yes, that is correct, SCOs will be able to use their existing ID.me OR Login.gov accounts to sign in to Enrollment Manager.

Do we need to create the ID.me account immediately or can we wait until closer to the Enrollment Manager roll out?

Answer:

We advise that SCOs create their ID.me or Login.gov account as early as possible so you are ready to use the system upon release, as the verification process can take some time.

If we are already using ID.Me for work-study submissions how is this going to work with transitioning from VA-ONCE ?

Answer:

You will use the same ID.me account to access Enrollment Manager.

I have used ID.Me for other vendors for work.  I heard you all say that it should be setup as though it is for our personal use (using our personal email in lieu of a work email).  My account is setup under my work email.  Can that information can be changed?

Answer:

We cannot use personal email addresses to sign up for a login to Enrollment Manager; we MUST use institutional emails. How should we plan to login to Enrollment Manager when you said we must use personal emails?

With ID.me--you stated if we already had an account, we would not need to create a new one--is this true even if the email address is not the email address associated with this position?

The login requirement is concerning to me. I have an ID.ME/Login.gov before I was an SCO since I am a Veteran. When I go to register for another account it will not allow me to do so for my work email (facility). I asked the help and they didn't have an answer for me and reverted me back to ELR. So can I use the one already created with my personal information and revise it or do I need to continue trying to get a new account established specifically for my facility.

Answer:

You can use your existing ID.me account under whichever email address that is registered to, you do not need a separate account for Enrollment Manager with your institutional email address. In fact, you will be unable to create a second account since ID.me is used to linked to you as an individual and there is only one of you!

I have tried to set up my ID account, but it keeps rejecting my Driver's License picture because it states the picture is blurry.  I do not want to have to get another DL.  What can I do?

Answer:

There are a few options ID.me has in place to assist members having issues with blurry photos.

  1. First, try retaking the photo of your driver’s license. It may have snapped too quickly or had poor lighting. See additional tips for taking photos of your documents.
  2. If retaking the photo doesn’t work, you can submit a different form of primary evidence: Passport, Passport Card, or State ID.
  3. If after multiple attempts you are still unable to upload a photo in the Unsupervised (self-serve) Flow, you will be rerouted to a Trusted Referee in the Supervised path to finish the identity verification process. This will allow you to engage with a human agent on a video call who will help to verify your identity.
  4. As a last resort, ID.me recommends getting a new driver’s license if you do not have a different “primary” document. See the full list of primary and secondary documents.

How is Id.me going to remove personal information (submitting Veteran’s information) on our personal Id.me accounts?  I am a Veteran and I do not want someone else’s information in my Id.me account.

Does Login.gov attach to us personally as well? Or is it something we can keep separate from our personal life?

Answer:

ID.me is not affiliated with Login.gov. However, when a user creates an ID.me account, they are able to choose if they wish to tie their personal or business emails to their account. Members can update this email address or add additional emails to their ID.me account in their ID.me account dashboard. Find assistance for changing your email address.

We use Login.gov to log into Army IgnitED - will this be the same login?   I use ID.me to log into AVA - will I use the same account for Enrollment Manager?   I have an ID.ME account I use for the IRS website. Will this be the same ID.ME account used to the new Enrollment Manager?

Louisiana residents have their driver’s license on an app called LA Wallet and ID.me does not accept this form of Identification. What should we do?

Answer:

While ID.me does not currently accept other digital wallet IDs, you can still create an ID.me account by uploading a picture of one of the following documents in order to begin the verification process: a physical state Driver’s License, Passport, Passport Card, or State ID.

If your online identity verification attempt was unsuccessful, you can also connect with an ID.me Trusted Referee or Video Chat Agent to verify your identity. The video chat pathway allows for additional forms of identity evidence to be presented. See a full list of primary and secondary documents.

I understand the details of the Risk-Based Surveys, but not the big picture. Is this a transition from auditing every school every year and instead choosing which schools to audit dependent on risk factors?

Answer:

No, this is not a transition away from Compliance Surveys.  RBSs do not replace legislatively mandated compliance action requirements of 38 USC 3693.

Compliance surveys are conducted to ensure the institutions and their approved programs follow all applicable provisions of the laws administered by VA.

An RBS is a proactive compliance activity that is outside of the normal approval, compliance, and liaison processes determined by legislatively mandated risk factors.

Section 1015 Clarification on Waivers

To confirm - even if a school is in process of obtaining Title IV - no waiver will be granted to 1015? 

Answer:

If a GI Bill approved facility becomes accredited, how does that affect approval under CH 38? Title IV funding usually takes a while to obtain following accreditation.

Is it correct that the only way a non-Title IV school will remain eligible for GI Bill is if the SAA determines that the school is not eligible for Title IV?

Answer:

If the institution is non-accredited, the Title IV requirements do not apply.

If the school is accredited, that is correct.  Any accredited institution whose program length is below the minimum requirements outlined in Department of Education’s regulations 34 CFR §§ 600.4, 600.5 and 600.6, is determined to be exempt from the requirements outlined in 38 USC §§ 3672(b)(2)(A)(i) and 3675(b)(4) because they unable to establish eligibility. Therefore, these programs can maintain their GI Bill® approval.

As both 38 USC §§ 3672(b)(2)(A)(i) and 3675(b)(4) concern GI Bill® approval, it is the responsibility of the State Approving Agency of jurisdiction to review the content and length of programs to determine whether this exemption is applicable to an institution.  You should reach out to your SAA if you have questions or concerns.

Question(s):Will a school with a waiver that is eligible for Title IV, but has CHOSEN not to participate, lose GI Bill eligibility after 12/31/22?

Answer:

Yes, the school may be unable to retain program approval for GI Bill eligibility.  You should contact your Education Liaison Representative and/or SAA for additional guidance.

Does a NCD school have to be approved as a Title IV school to participate in the GI Bill Benefits? Can I assume Title IV doesn't apply to Non-Accredited NCD schools?

Answer:

Public Law 116-315, section 1015 only applies to accredited institutions. The law is not tied to the type of training offered at the institution.

Are students who are currently enrolled and receiving VA education benefits going to continue receiving their benefits to complete their degree past the 12/31/2022 deadline for Title IV?

Answer:

Yes, students enrolled in a program when their school loses GI Bill approval due to non-Title IV participation would be able to continue receiving benefits for the duration of that program or until they exhaust their entitlement or until they leave the school (whichever comes first).

Our school uses Title IV funding.  We are IHL & NCD so do I need to do anything, or should we be good to go?

Answer:

You should be good to go, as long as the school maintains accreditation and continues to participate in Title IV.

VRRAP Updates

If a student is enrolled prior to Dec 10th but the class does not start until Dec 12, 2022, can the Veteran participate in training?

Answer:

No, the student must have started classes.

When a SCO submits an application for VRAAP program how long should they wait to receive a response back?  Who should they email to check on status?

Answer:

We have been reviewing institution participation agreements in 5-business days; if no reply is received in 2-weeks, email the contact on the Participation agreement.

Does student enrollment for VRRAP have to be continuous? For example, if a student skips the summer semester but comes back in the fall, are they still eligible for VRRAP benefits?

Answer:

Yes, continuous by the school’s definition of “still enrolled and in a program,” which likely does not require summer enrollment. If a student skips the summer semester but comes back in the fall, they are still eligible for VRRAP benefits, but no housing will be paid to the student while they are not attending.

Answer:

Yes, students can start using VRRAP from now until December 10th, but must be actively enrolled and receiving benefits in order for VA to pay for the entirety of the program if it expands past the deadline date.

Currently, there isn’t an extension of VRRAP beyond the deadline date.

If a student withdraws from a program through VRRAP during the add/drop period, can they reenroll in another program at the same school?  VA certification has been processed....

Answer:

No.  Unless a training provider loses VA approval, the student is no longer eligible for VRRAP benefits if they terminate their training (even if the student reenrolls in/at the same program/training provider.) Please review Office Hours Q&A for March, here:

With VRRAP - does the whole program need to be certified ASAP or is the student okay as long as the current classes for the program are certified and we can continue to certify through the completion of the program as long as it is started before the current due date?

Answer:

As long as the program is an approved program, which the student has been enrolled and certified prior to the deadline then continue to certify the student throughout the completion of the program.

For VRRAP if the SAA has approved a new program version do we need to submit an amendment to the application that is already on file?

Answer:

Yes, as the program has been updated via the SAA, you must amend the certification to show the new name of the program that the student is enrolled in.
