Dear Higher Education Executive:

   VA is pleased to announce that the Post-9/11 GI Bill Yellow Ribbon Program is accepting applications for the 2024-2025 academic year, and will run from June 1 through July 31, 2024. During the open season, institutions can request initial approval to participate in the program as well as modify their participation in the program.

   The Yellow Ribbon Program helps to cover tuition and fee charges that exceed the maximum amount payable under the Post-9/11 GI Bill for attendance at a foreign Institution of Higher Learning (IHL), which is $28,937.09 for the academic year beginning on August 1, 2024. Foreign IHLs can contribute up to 50% of those expenses and VA will match that amount. The Yellow Ribbon Program is available to all Post-9/11 GI Bill beneficiaries eligible at the 100% benefit level including Veterans, Service Members, dependents using transferred benefits, and recipients of the Fry Scholarship.

   The foreign institutions Yellow Ribbon Program agreement is effective from August 1st through July 31st of the school year. Due to the fluctuation in currency exchange rates, foreign institutions will need to modify their agreement for subsequent school years during the established foreign institution open season timeframe from June 1st through July 31st. Foreign institutions must identify currency and contribution amounts using VA Form 22-0839 as indicated in the attached supplemental instructions for foreign institutions.

   Foreign institutions considering participation in the Yellow Ribbon Program for academic year 2023-2024 should review the Yellow Ribbon Program Agreement, instructions on the foreign institutions application process, and Frequently Asked Questions (FAQs) at the Yellow Ribbon Program website: https://www.benefits.va.gov/gibill/yellow_ribbon/yellow_ribbon_info_schools.asp.

   Foreign institutions may request approval for participation in the Yellow Ribbon Program by submitting a signed agreement via email attachment to YellowRibbon.VBACO@va.gov.
