Meet Our Leadership Team

Teria Dowdy

Executive Director: Teria L. Dowdy

Teria L. Dowdy was appointed Executive Director of the Cleveland VA Regional Office, Veterans Benefits Administration (VBA) on September 10, 2023. As the Executive Director, Teria is responsible for administering a broad range of VA benefits and services to 700,000 Veterans and their families living in Ohio. These services total approximately $3.2 billion in annual Compensation and Pension benefits, and Veterans Readiness and Employment services. In addition, she oversees one of the nation’s ten National Contact Centers (NCC). Teria is responsible for providing executive leadership and direction to over 900 employees within Ohio. Prior to this appointment, She served as the Assistant Director of the Indianapolis VA Regional Office providing executive oversight to over 600 employees administering VA benefits, including disability compensation, Veterans Readiness and Employment services, and fiduciary services for beneficiaries in 14 north-eastern United States.

Todd J. Weber

Assistant Director: Todd J. Weber (Acting Director)

Todd Weber was appointed Assistant Director of the Cleveland RO in October 2012. Prior to accepting this appointment, he served the regional office in various roles including Acting National Call Center Manager and Tiger Team Program Manager. As the Tiger Team Program Manager, he oversaw VBA’s only national program focused on serving Veterans over the age of 70. Additional duties included oversight of the national Rehired Annuitant program and serving as a liaison with the Ohio Department of Veteran Services. Todd’s previous positions include serving as the Assistant Service Center Manager of the Cleveland RO. In this position, he managed two post determination teams, the appeals team, and the public contact team. For three years preceding this assignment, Todd served as both an assistant coach and coach on various teams within the Cleveland Veterans Service Center. As a coach, he was instrumental in improving relations with the Governor’s Office of Veterans Affairs, the Ohio Association of County Veteran Service Officers, and the senior leadership within the Ohio National Guard. Todd has served as the station OEF/OIF Program Manager and Privacy Officer. Before joining Cleveland’s management team, Todd worked as a rating Veterans service representative (RVSR).

Todd began his civilian government career as an RVSR in January of 2001. Prior to joining the Cleveland Regional Office, he practiced law in the state of Michigan. He is a graduate of the LVA (2012) and the Leadership Development Program (2008), an enlisted Veteran of the U.S. Army, and a commissioned officer retiree from the Ohio Army National Guard.

He earned both his bachelor’s and law degrees from the University of Toledo.

Shannon Kelley

Assistant Director: Shannon Kelley

Shannon Kelley was appointed as Assistant Director of the Cleveland Regional Office in July 2019. Prior to his current assignment in Cleveland, Shannon was the Director in the Huntington Regional Office from May 2014 through June 2019. He has also served as the Assistant Director in the Pittsburgh Regional Office from September 2010 through May 2014.  He was the Service Center Manager (VSCM) in Pittsburgh from March 2009 to September 2010.  He held the AVSCM position at the Houston Regional Office from November 2007 through March 2009.  He has worked in varying capacities in VA Central Office, the Buffalo Regional Office, and the Salt Lake City Regional Office.  

Shannon began his VA career in 2001 with the Cleveland VA Regional Office and has completed multiple leadership programs within the VA including Leadership VA, the Assistant Directors Development Program, and the Western Area Leadership Development Program. 

Shannon was born and raised in Columbus, Ohio and currently resides in Strongsville with his wife, Laura, and son Jack. He earned an undergraduate degree from Ohio University in Athens, Ohio with a Bachelor of Science in communications and obtained a law degree from Cleveland Marshall College of Law.

Ted Ebert

Veterans Service Center Manager: Ted Ebert

Ted Ebert began his career with the VA in 2001 as a Veterans Service Representative at the Cleveland RO. He held subsequent positions as a Rating Veterans Service Representative, Assistant Coach, Coach, and Assistant Veterans Service Center Manager. Starting in May 2017, Ted serves as the Veterans Service Center Manager.

Ted is a U.S. Army Veteran who served on active duty from 1992 to 2001. He was stationed in Hawaii, Fort Drum, New York, and Indianapolis. Ted and his wife, Vanessa, have two daughters, Jolynn and Maren.

Ashley Adomaites

Veteran Readiness and Employment Officer: Ashley Adomaites

Ashley Adomaites began her VA career in June 2004 as a Veteran Readiness Counselor at the Cleveland RO. In December 2012, she was promoted to the Assistant Veteran Readiness and Employment Officer. In March 2013, Ashley accepted her current position as the Veteran Readiness and Employment Officer. She completed a Bachelor of Science in Education in 1994 and a Master of Education in Rehabilitation Counseling in 1996, both from Kent State University.

John Hibler

Support Services Chief: John Hibler

John Hibler was appointed Chief of the Support Services Division on October 3, 2016. The division is responsible for the financial and administrative actions of the Cleveland Regional Office.

John began his career with the Department of Veterans Affairs in 2006 as a co-op student from Cleveland State's MBA in Health Care Administration program, and was assigned to the Lorain Community Based Outpatient Clinic in Lorain, Ohio. After graduation, he was hired as a Program Analyst with the VA National Energy Business Center in Brecksville, Ohio in 2007. In 2009, John was promoted to Administrative Officer for the VHA Service Center in Independence, Ohio, where he managed the budget, quarterly invoicing system, and administration of this Human Resources, Fiscal, and Personnel Security office for 7 years.

John holds a Bachelor of Science degree in Business Administration from the Ohio State University, and a Master of Business Administration degree from Cleveland State Unverisity where he graduated summa cum laude.

John was born and raised in Cleveland, Ohio, and is an avid fan of the Cleveland sports teams and the Ohio State Buckeyes. He resides with his fiancé and her son.
