Answer:

Enrollment Manager will be updated with enhancements over time after its initial release.

Can you discuss what Submit vs Complete will look like in enrollment manager? In VA-ONCE, we have one SCO or Student Assistant “complete” certifications to status 3/2p, another SCO reviews all “completed” certs at status 3/2p. If it's good to go, we submit them to the VA for processing. This allows two sets of eyes on every certification to reduce errors. Before submitting in enrollment manager, is there a way to quality check certifications?

Answer:

Yes, there will be a “Pending SCO Review” status for SCOs to review and submit enrollments that their assistant created.

What are the steps for a Non-College Degree (NCD) school to report Graduation?

Answer:

You will amend the enrollment to report a graduation.

Can we amend a Terminated certification?

Answer:

No, to amend a terminated enrollment you will need to create the enrollment again and resubmit each amendment in order.

VA-ONCE does not allow us do an amendment after an adjustment. Does Enrollment Manager have this function?

Answer:

You will be able to amend enrollments in any order.

Do we still need to fill out the VA Form 22-8794 to add or remove SCOs and Read-Only users?

Yes.

I have a personal Login.gov account - can I use it for Enrollment Manager?

Will read only access have to create and ID.me account or Login.gov username?

Yes.

Answer:

You can have both, however it's recommended to use one or the other for logging into Enrollment Manager.

I have an employee who can't verify through ID.me no matter what they do. Is Login.gov here to stay?

Enrollment Manager will allow access through both ID.me and Login.gov.

You will use the “Online credits” field to enter online credits.

Answer:

How long after the Enrollment Manager rollout will we still have access to VA-ONCE?

Answer:

VA-ONCE will sunset one week before the launch of Enrollment Manager to allow time to migrate the data. After this time, you will no longer have access to VA-ONCE.

Veteran Rapid Retraining Assistance Program (VRRAP) Updates

Question(s):

What does “actively enrolled” mean? Do students have to be enrolled and started by 12/10/22 or can they be enrolled in VA-ONCE by 12/10/22 with a date starting after 12/10/22?

Answer:

Actively enrolled means the term or program that the student is enrolled in begins prior to the 12/10/2022 deadline. A student can enroll in a program or term prior to the deadline, but if the program or term begins after the deadline, this would not be an active enrollment thus the student would not be eligible under the VRRAP benefit.

Can I back date certifications for students that were approved earlier this year? Can I certify student programs on the approval of their VRRAP program date as the student is currently in program prior to approval eligibility of VRRAP?

Answer:

The VRRAP Certificate of Eligibility is not a “start date” for the student to receive benefits. If the student was enrolled in an eligible program, even if it was prior to sending us an application, we can pay them from the date they were enrolled in an eligible program as long as program start date is prior to the December 10th deadline.

We have a student who failed their first term, currently attending classes, and cannot return based on schedule until January 2023. We received first payment from VRRAP. Are they still covered, correct?

Answer:

Yes, as long as the student was enrolled and is still currently matriculated in a program, and as long as the program was physically attended prior to 12/10, they are still covered.

I have a student who withdrew from Fall term with W (after add/drop period). How will this affect his VRRAP benefits? He plans on registering for spring 2023, but if he does not how will his benefits be affected if he takes an academic leave?

Answer:

There’s not enough information to answer accurately, as the school has introduced the question of “academic leave.” If the student was legitimately on documented leave of absence, they can re-enroll; however, if they simply withdrew after drop add, essentially terminating their participation in VRRAP, they will not be able to continue after 12/10.

For VRRAP students who began their program, completed at least one term, but stopped attending; when do their benefits expire? When should we reconcile their Tuition and Fee payments from the VA? For example, a student completed the Spring 2022 semester, passed all their classes, but has not yet returned.

For VRRAP is there any more guidance on progress? how many semesters can they miss?

When a student drops a class after payment has been made 1) what should be done with payment 2) can school still charge the student under VRRAP?

Answer:

The school should follow its own attendance requirements, matriculation requirements, and standards of progress and report accordingly. Schools should follow their published refund procedures; if no refund is due then the school is entitled to the funds

I have a potential future student wanting to use VRRAP on our next class that starts on Dec 13 He has been approved but I know it will have already ended, how will this work.

Answer:

Although, the student is approved prior to the VRRAP deadline, he will not fit the criteria as actively enrolled due to the start date beginning on December 13t, which is after the VRRAP deadline.

Since there are funds remaining, will the sunset date for VRRAP be extended for students already approved but not enrolled prior to December 10th?

Answer:

Currently, VA has no expectation that VRRAP will be extended. Students must be actively enrolled before December 10, 2022. VA will inform SCOs if anything changes regarding VRRAP sunset date.

Student who just applied for VRRAP, will they receive benefits for Spring Semester?

Answer:

If the student is not actively enrolled prior to the VRRAP December 10, 2022 deadline, then no VRRAP benefits will be paid for the student.

Our SCOs and VRRAP students were shocked to learn that the maximum tuition amount was $26,381.37. Our program is 2 years and this amount will not cover the program, even after a final payment following job placement. Was maximum tuition/fees covered in any of the training sessions?

Answer:

Eligible Veterans participating in VRRAP receive up to 12 months of tuition and fees and a monthly housing allowance based on Post-9/11 GI Bill rates. The VRRAP yearly tuition and fee cap for private, foreign, and non-college degree programs are capped the same as those institutions and programs under the Post-9/11 GI Bill benefit.
