Meet Our Leadership Team

Director: Chris Norton

Chris Norton was appointed Director of the Phoenix Regional Benefits Office in June, 2016. Mr. Norton is responsible for administering compensation, pension and Veteran readiness benefits for over 560,000 veterans and their families residing in Arizona. The Phoenix RO also supports a National Call Center.

Assistant Director: Tracie Pinkston

Mrs. Pinkston was selected as an Assistant Director at the Phoenix Regional Benefits Office in November 2019. She shares responsibility for the effective and efficient direction, control, and operation of benefits delivery for Veterans and dependents residing in Arizona.

Assistant Director: Amanda French

Mrs. French was selected as an Assistant Director at the Phoenix Regional Benefits Office in March 2022. She shares responsibility for the effective and efficient direction, control, and operation of benefits delivery for Veterans and dependents residing in Arizona.

Veterans Service Center Manager: Michael Zybarth

Mr. Zybarth was selected for this position in September of 2015. In this position he administers Compensation and Pension programs and provides other assistance regarding VA benefits and services to Veterans, Servicemembers, their families, and survivors residing in Arizona.

National Call Center Manager: Jill Rufener

Ms. Jill Rufener was selected for this position in April 2012. She is responsible for providing timely and accurate telephone service to Veterans, Servicemembers, their families, and survivors who call the toll-free number  1-800-827-1000.  

Veteran Readiness & Employment Officer: Walter Strong Jr.

Walter “Walt” Strong Jr. was selected for this position in April 2011. He ensures the effective and efficient administration of Veteran Readiness & Employment (VR&E) benefits to Veterans, Service members, their families, and survivors in Arizona.
